Terrance Burghard
Terry joined Local Government Strategies after twenty-five years in municipal management. As the former Village Administrator for several Chicagoland communities, he brings with him extensive experience in management, planning and development, and finance.
Michael Scholefield
During Mike's time in local government he served communities of varying sizes in many different capacities; including transportation and facility planning in Will County, as Deputy Director of the South Suburban Mayors and Managers Association, Oak Forest City Administrator, and Homewood Village Manager. His years of experience have been focused in urban planning and capital improvements.
Donald Thomas, AICP
Don has assists municipal clients with land-use planning and development assistance. With over twenty-five years of planning experience, including Community Development Director in Homewood, Illinois and City Planner in Hammond, Indiana, he has a diverse background in municipal planning and growth management. Don is also adept at identifying funding options that can help a community pay for municipal infrastructure improvements and has assisted in writing grants, loans and drafting agreements for special assessment districts and other creative financing options.
Linda Wiggins
Linda joined the firm in 2007 after a 30-year public sector career that included grant coordination, economic development and finance director. As Senior Municipal Advisor for Local Government Strategies, she provides local governments with assistance in finance, human resources and economic development.
David C. Jepson, CPA
David has 40 plus years of experience in financial and accounting services for municipalities including employee payroll, pension, and insurance program management, preparation of operating budgets, management of Village funds, financial reporting and forecasting.
